It fits in perfectly with the final cartoon, about partisan politicians being joyful about a disaster, and seeing it more of an opportunity to push their agenda through, ignoring those who suffer from the disaster.
That is an accurate summary of what is happening in the last cartoon, and Rahm Emanuel's view, isn't it?
dmarks: I interpreted the cartoon different than you. To me, the cartoon says the GOP couldn't care less about the end of the world... just as long as it also means President Obama won't get a 2nd term. Since the cartoon highlights a disaster that would mean the end of the world, there would be no opportunity for the GOP to take advantage and push through an agenda.

Not bad, but the happiness of the GOPper goes against that. Because there'd be no opportunity for his agenda.
I stand by my interpretation of the cartoon's showing the delight in misery and chaos due to expected partisan gain echoing Rahm.
